External partner seat sprawl is a real cost line on every platform that charges per seat.

Vendors that charge per seat

MuleSoft, Apigee subscription tiers, Tyk Cloud higher plans, and Konnect Enterprise. Cloudflare and AWS API Gateway do not charge per-seat for the gateway itself (AWS IAM is separate).

Partner seat sprawl

If your partner program has 500 portal seats and your vendor charges $30 per seat per month, that is $15,000 per month before the gateway itself. Model it.
